Consumers in the United States, Europe, Hong Kong and other parts of the world had difficulty using the signal.
The Signal app, which was launched in 2014, became the most widely used app when Facebook's messaging service WhatsApp changed its terms and conditions earlier this year, after which it denied access to personal information. Related questions were raised.
