After Pakistan, China has also refused to attend the meeting convened by India on Afghanistan this month.
Chinese Foreign Ministry spokesman Wang Wenbin made the statement on Tuesday, according to AFP.
Last month, India announced a meeting of the National Security Advisor on the situation in Afghanistan after the fall of the Taliban.
India had invited Pakistan, China, Russia, Iran and Tajikistan to attend the conference on November 10-11. Pakistan's National Security Advisor Dr Moeed Yousaf refused to attend last week.He said that a country which was creating havoc in the region could not be a peacemaker.
He called on global economies to help the Afghan people deal with the humanitarian crisis in Afghanistan, according to Pakistan's state-run news agency APP.
"Pakistan has been directly affected by the Afghan war while Pakistan's economy has suffered a loss of 150 150 billion," he said.
The National Security Adviser said that it was welcome that both Pakistan and Uzbekistan had a common position on Afghanistan and agreed on important issues.
"The whole world must stay in constructive contact with the Afghan government to avoid a humanitarian crisis there."
He further said that peace in Afghanistan is a matter of national security of Pakistan. Due to its proximity to Afghanistan, Uzbekistan is a very important country in fulfilling our geo-economic paradigm.
On the other hand, a Chinese spokesman said: "It is not easy for China to attend this meeting because of the schedule. We have already responded to India.
