The U.S. judge further wrote in his recommendation that DA Afghanistan Bank is therefore immune from the jurisdiction of the courts and if assets are allowed to be seized, the proposed Taliban government must be recognized as the legitimate government of Afghanistan. The Manhattan judge's recommendation will be reviewed by U.S. District Judge George Daniels in Manhattan, who also oversees the litigation and can decide whether to accept or reject his recommendation.
